FPS Stuck at 40 down from 60 middle of match!

So was just in a game and I have always ran perfect on max settings 60FPS. Middle of match the game drops to 40FPS and is stuck there. Even if i turn all setting down to very low stays at 40. Restarted PC and game still stuck at 40FPS. Tried other games Smite/Dead by Daylight 60FPS. Any ideas?

Maybe a bad patch/buggy champion but idk I was more shocked to see you play on 60FPS, anything lower than 150 and I start bitching.
