cannot play rank due to "not having 20 or more champ" error

[Client] When i start Client I get "We were unable to retrieve your setting from the server; they've been reset. Click settings to review them"

Profile tab has yellow dot blinking indicating some thing new and it is stat. But i already review this. In profile, match history errors with "We couldn't connect to the match history service. This might be a result of unplanned downtime. Wait a few moments and try again. When i click play, Draft, Ranked Solo/Duo, and Ranked Flex are disabled indicating " The following Member must own at least 20 champions"

It happens in my computer and my son's computer.
