Framerate Stutter step for First 10-15 Minutes

It's pretty annoying. It makes it really hard to dodge projectiles. Odd thing is it goes away after about 10 or so minutes. I've google it and nothing comes up. It happened the last few patches as well, but would go away at the 2 minute mark exactly (insert pasta meme). I've fiddled with video settings, from low to high and nothing's changed.

My ping is ~50 and my frame rate is over 200.

Has anyone else run into this?
