Rakan runnans
You can buy runnans and rapid fire cannon on Rakan it isn't op. It's just weird and I'm asking if he was made to do it or if it's a bug. It's very fun though! I've already talked to Riotgamesupport on Twitter.

Although Rakan has a pretty short range, he is still ranged. It's similar to the Thresh animation where it's attached to the character model, but because it's beyond melee range and casts as range, he can use Runaans and RFC, just as he won't be able to utilize Tiamat/Hydra.
He is ranged, so yes he can use them.
