Won't show tooltips on hover in Overview tab of any champion

When I click on any champion (either that I own from my summoner profile, or that I want to purchase from the store) and on the overview tab when I mouse over the abilities nothing appears. Text used to appear telling me what the ability did, but for some reason this no longer happens.
