Fizz's Q does not hit Shen with his W active? (GAMEPLAY)

So I played Fizz in ARAM and Shen was on the opposing team, I'm not sure exactly why Fizz's Q wouldn't hit Shen while Shen's W was active (Shen was inside the AOE of Shen's W) but, I believe it's because Fizz's Q is considered a basic attack while Fizz's W is active... Is it supposed to be like this? To my understanding, Fizz's Q will proc Fizz's W upon landing but Fizz's W shouldn't turn Fizz's Q into a basic attack, it should only proc the extra damage... Thoughts?

Fizz's Q applies on-hit effects, maybe is because that.

Fizz's Q is really just a basic attack coupled with a targeted dash that applies on hit effects, one of the on hit effects being the damage of the ability itself. So it would make sense that Shen's W would block it.
