[GAMEPLAY][VISUAL] The in-game tooltip for biscuits was not updated with the patch 9.16

The in-game tooltip for biscuits (the item received from the Biscuit Delivery rune) does not reflect the changes made to that rune in the 9.16 patch. If you hover over the item in-game, it incorrectly says: "Click to consume: Restores 15% of missing health and mana over 15 seconds."

To reproduce:

1. Create a practice tool game.
2. Make sure your rune page includes Biscuit Delivery before lock-in and load the game.
3. Wait 2 minutes real time for the first biscuit to appear in your inventory.
4. Hover over it. The tooltip will say it restores more HP and MP than it actually does.
