Guinsoo's Incosistency

Not sure if this is where this belongs, so sorry if I should have posted somewhere else.

In Guinsoo's, both the UNIQUE Passive and Guinsoo's Rage state that they are on basic attacks (one gaining stacks on basic attack, the other applying aoe damage on basic attack). However, with on hit effects (or at least with Ezreal, as that's who I tested it on) only one of them will happen. With Ez, his Q does not stack the UNIQUE Passive, but once you're up to 8 stacks it does apply the AOE damage (though not refreshing the 8 stacks).

Can either the functionality or the tooltip be changed to properly reflect how they work?
