Ryze Homeguard bug

Played my firstgame as ryze but didnt get homeguard at the 20 minute mark. I didnt see anything in the new runes that would give me homeguard.

It is not just Ryze, i don't know why but it happens to me at whichever heroes i played. I never got homeguard this patch, it is pretty weird.
