Sated on ekko

I built sated on Ekko thinking i could auto attack 2 times and pop his passive but when i built it i realized that it doesn't actually work on Ekko's passive the ghost hits with you but it doesn't put a stack of his passive on like it should.Now i'm just wondering is that a bug on Ekko or is that intended not to help his passive gain a stack.
