Packet Drop post patch

I have had nothing but issues after this patch. It's not the router, my computer, my internet or my settings. This is a straight up issue that appears to be related to the new patch. It relatively frustrating to sit and watch for a full 4 seconds waiting for a command to go through. Please advise as to what happened in this patch as it appears other people are experiencing similar problems either through the loadscreen and or similar packet loss.
