[Gameplay] Game 'freezes' for a short period every once in a while

I don't know how to reproduce the bug. Every few minutes or so, every champions abilities stop showing up, minions and champions that have 0 hp won't die, they'll sit there at 0hp until the game 'unfreezes'. Movement is jittery and sometimes doesn't update so people can 'teleport' sometimes, including myself. Stealth mechanics also stop working. Anything in the brush won't show as visible when coming out for me. This whole thing can last from 1-5 seconds and when it gets to 5 seconds it's a long time and makes it impossible to fight enemy champions because I can't see any abilities, including my own. After it ends, the whole game rubberbands, trying to fix whatever my client thought was happening and all abilities and movement and deaths appear simultaneously.
