When playing Kalista if you bind to the wrong person, rebind to another, and try to active the W passive it won't proc.
Only tested using Championship Kalista and Championship Thresh.

This appears to be an issue with the champion, as opposed to the Championship Kalista. The issue appears to be if a Kalista binds one target with the Black Spear, and then chooses to rebind to another target, as you've mentioned. Kalista can only rebind up to the three minute mark of any game.
