blitzcrank e (power fist) after 6.13

So I'm not sure if this is a bug but I've definitely noticed something different about Blitzcrank's E after 6.13. In my most recent game, I watched a replay of what happened. My auto attack was mid-air and then I pressed E.. and basically no knockup.. the power fist did not register in that mid-air auto attack. I never had that problem pre 6.13 and I main Blitz so I play it a lot. Is this a bug or is this intended?
