Sandstorm Ekko - "W" Parallel Convergence Graphic does not show

Was just playing a game against a sandstorm skin ekko and realized his W not showing the outer ring when initially cast. The Ekko was using this to his advantage to stun groups of players because our team was unable to react. I've played the original skin of Ekko and Parallel Convergence definitely has an outer ring when cast prior to the shield being created. Anyone else noticed this?
