Gifting Skin Issue

Im trying to buy my friend a Braum skin. I know he has the character and i know he doesnt have that skin. But when i go to "unlock skin" that skin isn't an option to unlock? I was also trying to unlock a Rakan skin for another friend and that one isn't there either? Are there certain skins you cannot gift?? Or is this an issue i can fix?
