Katarina Q and B Bug [Gameplay] Stop Working!

Sometimes Katarinas Q and the ability to recall to base will completely stop working. This has happened to me twice and only on Katarina. When you press Q it will give the radius and target for her ability but it cannot be thrown at people or monsters/minions. Also she cannot recall to base. I know this isn't my keyboard because left clicking on Q and recall also don't work. The first time that this happened leaving and reconnecting fixed it, but the second time it didn't help. I completely closed my League of Legends via task manager and totally restarted it and reconnected to the game and still failed to regain the use of my essential abilities.
