Could not remake a game despite having an afk from the beginning.

Was just in a ranked game and my friend was having issues with the game client and could not load into the game, therefore, his character sat in the base all game and bought nothing, and never moved. Despite this, /remake brought up a message saying that someone needs to have disconnected to remake. My friend never reconnected, and we just surrendered asap.
