Weird Visual Bug

Just finished a normal game using the "Bard Bard" skin and had a few strange things happening visually, such as my q displaying the not enough mana faded blue and some strange wheel appearing in the top left of the screen, if anyone can tell me what's causing this or if it's happening to anyone else.
