Unable to purchase RP and Trouble getting past LoL Launcher

I am currently having 2 issues with league of legends that I would really love to clear up. First being my client having a lot of trouble opening at times. The launcher is not quite the problem, its that when I click "Launch" or "Play" (Forget what it actually says) on the top of the launcher to actually get to the client, nothing happens. I click the button, my cursor shows something loading, then nothing, no matter how much time has passed. I have even gone far enough as to open my task manager to close all instances of any League of Legends related programs running, (ie: launcher/client) and tried re-opening the game and launching the client from the launcher, no help. I have also completely uninstalled the game and then reinstalled the game, with no success.

In addition to this issue, sometimes when the game works and I am able to log in, I have desperately tried to get the in-game store to work. I basically need to enter the store as fast as humanly possible when the client logs in, or I simply have error messages of how the store isn't responding, please try again later, and if that doesnt work, contact Riot. This would be me contacting Riot. Also related to the store, I am unable to even click the "Purchase RP" tab on the top left in the store. All other tabs will respond when they like to but buying RP not at all.

I want to make this very clear that I fully intend to purchase $5 worth of RP to purchase the Blood Moon Thresh skin (I have some RP now which is why $5 is enough). Someone please tell me they have a fix for all of this!
