I think it was complexly Unfair that person was KrazyKiddo he/she was playing as the champion Nidalee as the game progressed he/she was getting kills left in right everybody was yelling in chat and over all pissed off at the Nidalee we surrendered at 20 and the Nidalee was 30/2 it made the game un-enjoyable for me and my teammates...

So you harassed them because they were a better player than you ?
Did you use your chance to observe the game play of some one better than you and use it to improve ?
What exactly do you want riot to do about it ?

It happens. Probably he wanted to play with a buddy of his who isn't good at the game...so the ELO calculator averages out the skill difference and tries to find the best match.
That's why it's a normal game: people of hugely disparate skill are allowed to queue together, and the system just tries to balance things as best it can. In Ranked you don't have that issues as much: a Platinum player can't duo with a Bronze player, for example.
It's a normal, elo is completely random in there.
Yeah...the other option is that he's a good player who plays normals to mess around: his normal ELO could easily be terrible, despite his skill.
