Talon Q Bug

Seems like when i use my Q onto an enemy( Champion, minion or monster) I can't use it again even if its CD is up. At first i thought it was my keyboard but then i tested my Q hotkey and all seemed good it worked perfectly fine. Anyone else having this issue?
