Refreshing of leaver buster system timer

Dear Riot staff,

i am wondering how the leaver buster system works; in particular if its a bug if leaver buster timer keeps refreshing after the timer runs out. I dint find any information about this problem, also official articles don't mention that situation like this may occur. According the articles i have to wait certain amount of minutes depending on how often I leave and then after the timer runs out I am placed in the queue waiting for system to create a game with me in it.

Threads like http://boards.na.leagueoflegends.com/en/c/help-support/9agq5cLU-leaverbuster-lower-priority-queue-keeps-refreshing are sadly deleted and therefore all i could find is vague information from other players.

Thanks for your clarification. I realize the fairness of the punishment but even the Convention of human rights acknowledges the right to fair process and predictability of the form of punishment and when it ends.
