cant ban champ but still get penalized for "dodging"

I join queue and we start banning but for some reason, I couldn't ban so I dodged and i lost lp, granted it was only 3 but that could mean the difference of having to win two games for promos or having to win three, also I got a 6 min pentally for doing nothing, thanks riot.
