Unable to Unlock Mastery Level 7 using skin shard for already owned Skin

Already own Rumble in the Jungle skin and have 3 level 7 tokens as seen in the image yet I can't use the skin to unlock level 7 mastery for Rumble. Is this WAI or a bug due to me already owning the skin?

You cant use skin shards for mastery level only champ shard.

You can only use BE and/or champion shards or permanent shards. No skin shards.

Hell, it even tells you when you try to craft the mastery 7.
