Punished for Missing driver

i would add a picture but I didn't screen shot it.. the most current game I tried to play (until my game redownloads all the way) the client would not allow me to load into the game. I factory reset my pc because I was having connection issues and high ping so I thought it would help, but alas it did not. After resetting my PC i only reinstalled League from old data on my pc from backup storage.. it was from legacy client days.. but after it "fixed" itself it allowed me to log in and acted as though i could play.. i tried to get into a match with a friend i recently got into the game and after champ select instead of loading me in i got an error reading "d3dx9_39_dll file missing" but the client had just "fixed" itself... im so sad that im gonna have to be encumbered by outrageous queue times to figure out if the gamew will work again or not after the New download from scratch. Thank you for taking the time to read this nonsense.
