RADS Error

I tried logging on to League of Legends today and I kept getting this error that says: "Could not connect to the HTTP server. Please check that your internet connection is enabled and that your firewall is not blocking access." I made sure my firewall was not blocking access and it will not help. I also tried using a Youtube tutorial on how to fix it and it still did not help. If someone knows how to fix this please let me know. (Link to tutorial provided)
