I was playing as Leona with a Kallista bot lane. I started a relic shield. Throughout the game if the passive on Kallista's w was enough to kill a minion when I attacked it would just give the gold to Kallista and not proc the charge. This continued all game including when I upgraded to a targon's brace. I did not upgrade to a face of the mountain.
It's not an issue with the item, it's an oversight with kalista's ability. When you get a killing blow on a target right after she attacked it, Kalista gets the credit. That means you don't proc executes because the attack wasn't credited to you. Or maybe it's not an oversight, because Kalista would then get double gold for the proc and the killing blow.
If this is intentional then tank melee supports get screwed when paired with Kalista. She render's Targon's useless.
My guess is this is an oversight and will be corrected. But for now if I'm playing a tank melee support in Teambuilder and I see Kalista, I just skip until I find a team without Kalista.
