Some AoE abilities like that are excluded. It is intentional

Anivia R Cassiopeia W Malzahar W Morgana W Nasus E Garen E

and maybe a few others. What they all have in common (with a small exception with Garen since his AoE moves with him) is an AoE that is placed on the ground that does damage over time in an area.
