Champ select - players switching intended pick during ban phase

EDIT: Not a bug. Just me not knowing what you can do in champ select.

In champ select today, I had a situation where two players were swapping their intended pick during the ban phase of champ select, when they shouldn't be able to. These players were first and second pick on my team, if I recall correctly. This could be a client bug on my side, but I don't believe it was as initially only one of them was cycling through champs before the other caught on, and the champs they were cycling between were located close to each other on the champion list (e.g. Teemo-Tristana-Tryndamere into Renekton-Rengar-Rumble), which suggests there was actually a human clicking through champs on a list in front of him.

Though this isn't gamebreaking by any means, it seemed really glitchy. Whether this opens for any sort of exploit I wouldn't know. The champ select went through without any dodges, so I linked the game in case you have ways to look into players actions during champ select. I'm quite positive the players concerned were the ones ending up picking Gangplank and Anivia.
