Friend List and Chat no showing in Client

After i log in my client doesnt show the entire right side of the client .. The profile pic and level and the entire friend list During matchmaking i cant use the chat it just says: Connecting... After a game ends it doesnt allow me to start another game and i have to close the entire game from Task Manager to log back in and repeat the same thing I cant matchmake with friends or read the team chat during matchmaking Is this a server bug or is it anything from my end?
