Kindred doesn't gets stacks sometimes

had quite a few matches with kindred (jesus its weaker than a utility build ivern), and didn't get stacks 7 times when my passive wasn't on cd, (roughly every 6th time, sum up of multiple matches), targets get marked, target gets killed, i get takedown, but not stack, passive doesn't goes on cd
