I don't think this is really a naturally gameplay issue, since the only reason this happens is because you have auto cd reset on, so you're casting e a second time even though in a regular match it would have a cd to prevent this sort of animation glitch.
Unless this happens without the auto cd reset on, but I doubt it.
It's likely a bug only related to the practice tool as you have the CD button on. The practice tool even specifically states that it may cause some game-breaking bugs that are specific only to the practice tool.
If you can replicate the same bug in a regular custom game then you can report it.
