I think with this skin you need to contact Support, and a bot basically unlocks the content to your account!

Send in a support ticket for this. Its what I did and I received Alistar and the skin. It is most likely a problem with YouTube and Riot games system for getting the code for the skin not syncing up and creating a message to send to you with a code for the skin.
