Annie's perma stun bug

I recently played a game as Annie and as soon as you get 4 charges on her passive, every targeted spell you cast stuns the enemy. Death seemed to be the only thing to reset the stacks but once you get 4 back up you basically have a perma stun. must be a bug from the latest patch.
