Client and Game Loading

For weeks I have had the issue with slow and erratic loading times and client lagging. When I actually make it to game, it's fine, but half the time the game refuses to even start loading until almost everyone else has already loaded, causing me to act as if I've been disconnected and reconnected. This, coupled with the slow loading time for no reason, causes me to start like 3 minutes in. Other times the game client will stop and do nothing for 5-10 seconds, causing issues like missing the game accept screen or not showing the game stats .

I've tried everything I can think of. I've used the hextech tool, I've tried opening ports and closing other programs. My computer is running the game at like 1/3 its capacity or lower, so I know it's not struggling with running it. The latency claims to be 30-40ms, so I know it's not that. I've tried full repairs, reinstalling the game, changing realtime antivirus... Nothing works to fix the game connection

I don't know why I would have these issues and others wouldn't. I don't know what about my setup might be causing these issues, or if anyone else has reported similar issues. It's likely not something you could just reproduce, but rather something interfering with the connection
