High ping problems on new PC, only League also

Hello, so I recently got a new PC, and when I loaded up League, the ping was horrible. I normally ran at 35-40 MS, but now it stays at 300-400. It only happens on League too, I run Heroes of The Storm and other games as well as downloading things with absolutely no ping problems. Also tried installing the hextech repair tool and force a repatch, but it did not load up and just crashed after saying Windows was re-configuring it. Any recommendations on possible solutions?
