[Gameplay] Gragas Barrel Roll (Q) gets bugged after TP+Q

When I was playing Gragas top lane, I tried to Teleport to the tower and use Barrel Roll (Q) to clear the creep waves. As soon as I did that, the barrel disappeared and I was unable to use Q the entire game again. Tried dying to hope for something but still the same. Left the game and rejoined but still unable to use Barrel Roll. Basically only had 3 skills for the rest of the game.

*When the bug happened, the Barrel Roll showed 0 mana, 0 seconds cooldown and nothing else.
