[CLIENT][GAMEPLAY] Game gets to loading screen, stays at 0% indefinitely, but I can play the game?

After champ select, in loading screen, every other person loads, I stay at 0%, but I load in with them. I can hear the spawns, hear me open shop, move, level/cast abilities, it's as if the 0% loading screen just overlays the game.

Steps to reproduce: -Enter Champ Select -Enter Game

100% Reproduction rate across multiple reinstallations, including hextech tool clean uninstall.
