Cursor bug

For quite a few patches, I have been experiencing a bug with the cursor where the LoL cursor turns into the windows browser cursor (the white arrow) and then when I right click, the game tabs out on me. It switches to the windows cursor on select locations (probably when there is something to click underneath?). This does not happen on borderless mode. Please help!

My cursor turns red in the middle. I can't use "A + left click" to lead the attack, it just stay in aa mode. Sometimes I can't use my Q to jump to the champion when I play jax. And also I can't open the shop by left click it.
