In-game problem: Essence reaver's Unique Passive not stopping at 20%
Had a game as sivir recently and my 
Essence-Reaver gave me a full 40% CDR with Infinity edge and Phantom Dancer.

Are you sure you didn't have Blue Buff? That would give you the additional 10%.
