There is a bug on Anivia's Q Ability [GAMEPLAY]

I do not know if it is only on Blackfrost Anivia skin but I have played 2 (with the skin equipped) games after the new patch (patch 7.16) and I noticed that there is a bug on her Q ability!When i spell Q it works nicely but if the ice cub does not touch the enemy as it travels; when it breaks/explodes enemies (champions,minions,jungle monsters) will not get damage or stunned when they are inside the cycle!
