So here is my problem. In season 7 of LOL, I finished the season as Silver III, so I get my rewards (Summoner Icon and my Silver border displayed during the start of game loading) In season 8 of LOL, I was Silver I. But in the meantime I was banished. During my unban, I continue to make a ranked, and I finish the season Silver I. However I have not received any more reward, when go on my profile, it shows me that during the previous season I was unrated, while this was wrong THANK YOU, to answer me, I am in misunderstanding

If you were chat restricted and reached honor level 2 before the cut off date in February I believe I don't know the exact date. Then you will get it. (This is a one time deal for season 8 only)

If you were banned (Like a 14 day ban) you have no chance of obtaining your rewards. They will not allow it. You must have Honor 2 by the end of the splits to receive rewards.
