Veigar No Cast Start-up BUG (Gameplay) (Client?)(IDK)

Champion: Skin: White Mage Map: Twisted Treeline Game mode: hexikill

Bug: While playing the game i was unable to activate my abilities properly. Veigar's W is an Area of effect spell that i should be allowed to target a small area and attack. The only way i was able to use my abilities was to click on the ability's logo before casting. This made the game very difficult to play.

I tempted to fix the issue by restoring game defaults in settings; however, this did not solve the problem.

Next, I decided to exit the game and renter the game to see if the bug was a loading error of some kind. Sure enough, the reload into the game allowed me to cast my abilities normally.

I do not know which bug type this would be other then a loading error.
