Purchased champions and skins now unavailable??

Spend about $60 in rp and bought various champions and skins, left for a week for work and came back tonight and now the champions and skins that were purchased are unavailable and yet it still shows under my "purchased tab". is this a bug that other people are having or is it just me? to double check they could be purchased again i spent $5 and rebought riven and it still didn't allow me to use her. and im probably not going to purchase anymore rp until this is settled.
