Bought Jungle Item Without The Smite Summoner Spell

I was playing a game and when I backed to shop I saw all the jungle items lit up(all tiers). I then proceeded to purchase Skirmishers devourers and saw the refund button was blanked out. I proceeded to sell the item but I got no gold back. I tried this out in a custom game afterwards and it didn't work anymore. Just wondering if this happened to anyone else and if the items actually gave stats.
