[GAMEPLAY] Morde not getting bonus XP from W on twisted treeline

Was playing Mordekaiser botlane with a blitzcrank on Twisted Treeline, and noticed that he was not getting any bonus XP from his W. Before level 9 (during which most of the time I had been in lane with Blitz) I only gained a total of 19 XP from my W, and by the end of the game, I had around 150 bonus XP.

I checked in a bot game and it is indeed not working on twisted treeline. His xp bonus does not work on aram as well. This is probably working as intended, but I have found no reference to it online. I was really hoping to try out some interesting things in the threes map, but I'm guessing since levels and leads are so important in threes it will not change.
