[GAMEPLAY] Visual bug

Whenever I point my mouse at something, ally, tower, minion, champions, etc.. there is this huge ??? thing. I don't even know how to describe it. The glow or outline of the things is 1000x amplified and I'm having a hard time cs-ing and targeting things. I'm getting really frustrated. Happens in almost every game I play.
Does anybody know a fix to this?
