champ select: prior dodge makes message in next draft

Previous normal draft:

• selected Vel'koz in declaration phase.
• timed out without locking, resulting in a 5 min penalty (all expected so far)

Next draft an hour later:

• select naut, then sion
• BUG: instead of "DONE", the button says "LOCK IN" and displays a countdown and the ticking noise, and says failure to lock in results in a dodge penalty, and mentions the name Vel'koz.
• I hit Lock, and then the countdown sound and numbers continued, and then no effect when it hit 0.
• afterwards, draft proceeded as usual.

So again, this is the champ declaration phase displaying the "LOCK IN" warning from a previous time-out dodge.
