File a support ticket and ask Riot support about it. If that is truly what your reform card says, it's most certainly a bug.

Even if Riot were to deliberately ignore a support ticket for a bug like this (which they don't, most of these cases get handled very quickly and accurately) that still wouldn't mean anything because the bug-fixing and skin teams are separate from one another.

But hey, "Riot bad grr more skins", I guess.

Yes, send a Player Support ticket and let us know with whole context. Maybe pre/post game are missing, maybe you were given the wrong game, maybe a pure bug.
